How to obtain a licence to carry out a Foreign Recruitment Agency

You have to make a request in-writing to the licensing division of SLBFE in an uploaded format in the SLBFE website to apply for a new license to open up a foreign recruitment agency.

·          You have to face for an interview. (those who have passed the G.C.E.(O/L) exam)

·         Formal application form should be issued only for those who have passed the above interview.

·          Licence application form fee- Rs.7077/=

Consequently you shall have an office which;

•         Is situated in an easily accessible place where public transport is available
•          Have a floor area of at least 1,000 square feet with a proper reception counter and the floor area should be divided into parts such as director room, office area, interview area

·             Waiting area with suitable seating arrangement

•         Have telephones with IDD facilities, computers, databases, photocopiers, printers, suitable office tables and chairs etc.

You shall submit the following documents:
•         Business Registration Certificate or certified copy of Form 01 & Articles and Memorandums (If registered under the companies Act)
•         Layout plan of the office with total sqft and certified by Civil Engineer/ Draftsman / Technical officer or Engineer (Name of the agency and the address should be mentioned correctly)

·                      The lease agreement or deed of the premises should be registered in the Department of land Registration
•         Affidavits regarding citizenship of the partners of the business / company
•         Two recent testimonials in support of the character and reputability of the person who is in charge of the foreign employment agency.

·                      Certification from the local Gramasevaka Niladhari of the area where he resides confirming that the person who is applying for the license has been living in that area.

·                       Two personnel guarantees for the value of Rs.2,000,000/- and the guarantors should be tax payers.

 •       A bank guarantee of a sum of Rs. 3,000,000/- in the first year and Rs. 5,000,000/- from the second year from any commercial bank issued on behalf of you or your agency. The validity period of the bank guarantee is 36 months months from the date of issuance.

•       New Licence fee- Rupees Two hundred thousand (Rs.200,000+SSCL+ VAT)

•       You should also furnish the following documents of yourself and the other partners or Directors of the agency:
                 - Birth Certificate (s)
                 - Personal bio-data (s)
                 - Photocopies of their National Identity Card(s) or Passport
                 - Police clearance reports from the nearest police station  


After submission of the above documents, a team from the SLBFE would visit and inspect the premises and check the authenticity of the documents before granting the approval for the license. The license which you have obtained would be valid only for a period of one year from the date of issue.


Renewing a Licence

You can renew your agency license by submitting the completed application form available at the Sri Lanka Bureau of Foreign Employment (SLBFE).

You must remember to submit the renewal application 30 days before the license expires and the SLBFE would then evaluate your past performances, inspect your office, equipment, records, extended bank guarantee and grant approval for the renewal of the license.

If you wish to shift your recruiting agency to a new location, you should obtain the approval of the License Division of the SLBFE by submitting and application along with the following documents:

  • Location of the new office
  • Proof of legal occupancy of such premises
  • Revised business registration certificate with the details of the new premises
  • Renewal fee - Rupees Fifty thousand (Rs.100,000 +SSCL+ VAT)
